There are 2 places on Google where your website can be displayed.
1) PAID ADS
Look at the picture on the left:
ORGANIC - Is where the arrow block is and it is FREE. This is where the On-Page Optimisation & Meta-tags comes in.
PAID ADS - Look at the yellow line on top of the ORGANIC block.
You can't buy the TOP spot and if any SEO company promise you that, move on.

4 Factors that Google look at, to decide where your AD fits in
These 4 factors are:
Your bid - When you set your bid, you're telling Google Ads the maximum amount you're willing to pay for a click on your ad. How much you actually end up paying is often less, and you can change your bid at any time.
The quality of your ads - Google Ads also looks at how relevant and useful your ad and the website it links to are to the person who'll see it.
Keywords - You may have as much keywords as you like, don't be fooled by other companies that tell you that you only allowed to have 5 or 10 keywords.
Landing pages - Make sure the web page where people go when they click your ad (called the landing page) is directly related to what you're advertising in the ad.

So how does Google Ads determine which ads should show?
It all happens with a lightning-fast ad auction, which takes place every time someone searches on Google or visits a site that shows Google Ads.
Google Ads calculate a score, called Ad Rank, for every ad in the auction.
Ad Rank determines your ad position and whether your ads are in line with all the relevant terms & conditions to show at all.
The ad with the highest Ad Rank gets to show in the top position, and so on.
YOU CAN'T BUY THE 1st POSITION ON GOOGLE
1) The Bid - the amount of money per keyword you willing to spend.
2) The Ad - Make sure your Ad is set-up correctly according to Google T&C - Create effective ads.
3) The Keywords - for your ads to show when people search for products or services like yours, you'll want to choose keywords that are similar to the words or phrases people might use when conducting their search.
4) The Landing Page - your website landing page must be S.E.O optimise. It must directly related to what you're advertising in the ad.
